The problem with that approach is that Joomla's designed for multiple users, and generally non-corporate users - not that many people have static IP's and it'd be a nightmare to keep that sort of IP blocking up to date.
Another issue is that with many situations, they'll use the same filesystem for multiple Joomla installs, compounding this issue.
