Disagreed.
I'd recommend that the author split this article up in at least 3 advices (how-to ssh behind an ADSL/cable router, how-to SOCKS proxy using ssh -D, how-to PK-auth using ssh). Not all of this info is pertinent.
The essence boils down to: afraid someone will eavesdrop when you use insecure internet? Setup ssh so you can use your home box as a secure proxy (provided you trust your ISP :)).
Most folks would recognize the machinery around it, if not, yes it is a lot to swallow at once.
