Tools/languages like Java and PHP are trying very hard to as much as possible platform independent. They are doing good job in my opinion. From my experience there are always some additional problems on Windows platform. I am planing to charge more for deployment on Windows platform, and present it as discount on UNIX-like platforms,
About consulting:
People should not try to support Windows platform unless they are certified. Windows are complicated compared to simple, straightforward logic of UNIX. There are many things that should simply be taken for granted and person need to be lectured about them. People should stick to what they know.
