Given that Upstart is events (only) driven, one could logically assume that boot-times -- after the initial setup, and on systems that remain unchanged -- could/will then be radically shortened due to the fact that the init process won't be looking for each and every possible hardware and software contingency on every boot. Another method that would give a visual impression to the average user that the boot-time is shorter would be to load X and the desktop/windows manager somewhat earlier in the in the start-up process after starting just the essential core services, then continue loading some of the less important services in the background. This would be/make a universal essential-core desktop boot configuration Add an easy, user enabled GUI for toggling peripheral services startup management such as is msconfig-startup on Windows could also lessen some of the current seemingly endless startup times. There are a lot of services started on the average users desktop -- Ubuntu's main focus -- that are of little use or value to them, in fact, can introduce possible security concerns for no good reason.
