This does sound like an April Fools joke... I'm not sure exactly how the HDCP standard (which requires the monitor decrypt the content, not the software) would be at all useful in a web environment to anyone. Last time I checked, most web designers want to make thier content accessible to the largest possible audience -- and people with HDCP enabled monitors certainly isn't the largest audience...
As a prior poster said, however, even the mere mention of DRM integrated into a web standard would do wonders in convincing people how evil DRM is...
