Because one is done by a company whereas the others is done by a community.

Mandriva is produced by a community that includes Mandriva employees and non-employee contributors. It is relatively easy to get a contributors account. All development is done in public. All VCS content is public. If you believe you have improvements that could be made to Mandriva, why not contribute?

Non-employee Mandriva contributor, maintainer of openldap, nss_ldap, a few more packages in main, and a hundred more in contrib.
