I think that if it will be strategy it should glob2. It answers the second point perfectly(game could last about a 15 minutes or less or 2 hours ;)). Games like freeciv or freecol are way too slow (my fastest freeciv game is 8 hours and I have never finished a freecol one :(). Wesnoth is nice game too but it`s really hard to tell how much a game will take.
But as we all know the best games for tournaments are FPSs :) so you probably will choose something like warsaw or nexuiz.
p.s. Tremulous tournament will be really cool. But it should be teambased and will take more than 30 minutes.;)
