Most of the suggestions mentioned have Windows/Mac counterparts. According to the third criteria, you will only allow games that are Linux "only". The better games have been ported to other platforms. I vote that the third criteria "Provides the ability to limit play to Linux platforms only; even if there's a version for another operating system, we don't want people using it for this tournament" be removed.
