Simple.
Linux is GPL, and no one entity owns the whole "stack".
Symbian will be opensourced, but no doubt dual licensed. All the power of a public license, AND all the power of a closed license. The public portion encourages adoption, the closed license give the authoring company exclusive rights to roll the code into binaries.
