Personal responsibility is a good trait, however, jumping to conclusions when you don't know much of the background isn't.
I don't need to know much more than you're trying to abdicate responsibility for a poor decision (using an obscure card from a vendor who isn't going to last through the warranty period). There is absolutely no excuse, including insufficient funding, to not doing your job properly. Since part of your job is to secure the right amount of funding, failing to have enough to do it is still your own failure.
