Albeit it is a huge hassle, you can still return your windows license. Obviously a pre-installed and well-tailored Linux distribution would be far superiour. But since Lenovo always favoured SuSE anyhow, and most users reinstalled their distribution of choice afterwards, it's not worthy of that much fuss.
It's probably just a cost saving thing for them, mixed with too few customer requests. They'll preinstall Ubuntu by 2010 again... I'm betting two T60s on that.
And then, returning your windows license makes a vastly stronger expression of your customer wishes. I'd go that route again anyhow.
