Here's my theory... er... perspective:
(1) The "bad guys" are in more-than-enough numbers.
(2) The "bad guys" are so well self-trained that they can be as effective as many more "bad guys" (*D*DOS)
(3) They already have the code and more brains.
(4) They already share the code quickly.
This tool simply helps you, the untrained, to get a hang of what's going wrong, and what can, and how to stop attacks directed at your system.
Nothing to lose.
That's the way it works in theory, at least in my opinion.
