In LUKS, the password gives access to the encryption key. There can be up to 7 passwords on a single LUKS volume, all giving access to the same key. The common procedure to change the password on a LUKS volume is to add the new password, then remove the old password.
I hope that answers part of your question. I can't vouch for any interaction between LUKS and pam_mount.
