Unfortunately named, as I'm sure very few home users are looking to print barcodes, kbarcode includes a great label editor which knows about all common pre-printed label stationery (and has a designer) including CD/DVD labels.
It can handle all the basic graphics, including images, boxes, circles etc. and can also generate and display dynamic and database content. No CDDB lookup though..
