Peachtree City, Georgia uses a mixture of opensource and 'closed' source to deliver GIS content to its citizens. Utilizing the Google API, javascript, php, mysql, and postgis/postgresql - coupled with opensource webserver Apache. The response from citizens has been very positive. I agree with the author here that Opensource can utilized as a very viable solution to getting your data out to the public in both a useful and user-friendly manner.
