Permit to burn? Huh?

People need a permit to burn stuff? Seems odd to me. We have times of year when no outdoor burning is allowed, but we never need a permit.
OTOH, I don't live inside the city limits, but I do live in a highly developed county.

From a performance standpoint, has anyone ever seen a java application that actually performed well for the given hardware? I haven't, but perhaps I never get brought in to work on those apps. I recall having a vendor claim that performance would be improved by:
a) rewriting in Java (from C++)
b) migrating to Sun hardware from Intel/Windows

The app was floating point bound. And it turned out they were opening a new "log" window for every thread started. Rather than commenting out the openwindow() call and recompiling (which was $100k) they convinced a not-so-smart-customer-with-money to port for $100k. Odd how this price always came up.
