This would be particularly usfull in moving teachers at public schools into a potentialy non union private education by paying half of a teachers salery as a gov. school teacher the first year they work as a private citizen and then 1/4 and so on. Simmilarly welfair reciepiants and any other recepiant of a gov. subsidy including criminals should be allowed to work in private employment and deduct there income from there subsidy or with criminals applied to good behavior. (buy or educate your way out of incarseration into probation) - what dose this have to do with computers, well half the U.S. are Republican and share fudamental phylosophies with open software.
