If you have a win XP and fedora dual boot, I don't understand why you would need Live USB Flash Drives. One usually boots from Live USB flash drives. Unless I'm not understanding what your trying to do.

Go ahead and install to your flash drive just like you would to your hard drive. Format it, install a MBR, and everything. Set your computer's BIOS to boot from USB, and away you go. BE VERY CAREFUL that you don't format your hard drive accidentally - check the disk sizes!!
