Italian region asks for help to avoid software lock-in… to Microsoft

The italian region of Puglia just signed a partnership whose official goal is to help the region "to achieve technological neutrality", that is no vendor lock-in and fair competition among software vendors in the area. Cool, right? Problem is, the region signed this deal with... Microsoft.

Is it just me, or does this looks quite like a lamb asking a wolf to organize a vegetarian party for the lamb’s birthday? Please tell me. You can read the details of the deal here.
