Do I have to edit it manually, or there's a command to modify it?

You would edit it manually with a text editor such as vim, nano, emacs, kate etc.

Like many other aspects of UNIX-like systems Wikipedia has a decent quick reference page on /etc/services (inetd):

That is if they follow init.d ;)

Archlinux, for example, works ala BSD: /etc/rc.d/ ....

You are totally right, it's just that one of the main (strong for me) points of Archlinux is the BSD script way ;)
