How do you edit the interface on Ubuntu?

Well I have a Picture of what my desktop looks like now but i want to change the look of it completely to something more like this......

And I had my Uncle do that Interface for me for 20 buck USD. So I don't know were to start.

First add a new panel to the top of the screen and then install Avant window manager to get the bottom panel.

Actually, it looks to me like you want it to look like the top picture, but right now it looks like the bottom picture. If that's the case, you'll have to delete the bottom program dock, and right click the top panel to move it to the bottom. That will get it arranged, after that you can change colors.
