In Windows it was recommended that disks be defragmented regularly. Does this need to be done in Linux? If so, how? If not, why not?

No it's not necessary, because this issue affects mainly Microsoft's filesystems like FAT or Ntfs. Linux filesystems can also fragment but fragmentation is very low ;)
