Like a modern floppy, a 1.44 MB.

Well, there's the 2disc Xwindow Embedded Linux. I believe it is referring to floppy discs. Some of the tools are proprietary, though. I am not sure if that will be a problem for you, but here is the link anyway. :)

And then there's Timon Linux from Argentina. Good luck with working on the site, though. The download pages are not in English, but that is no problem if you can figure it out.
There is also this link that might help you with working with Linux distros that do not necessarily run on CDs. I have yet to try this on my own old desktop. :) I also have a desktop that still has a floppy drive.
Check out the distributions on www.linux.org (different site than this). There are some floppy-based distributions you can get.

I like Leka Rescue Floppy. It is "out of production", but i still have a copy of it and use it:

Slitaz has a floppy image. It's not the whole distro, though, just a boot disk. The distro itself is about 25 mb.
