The NetBeans GUI building tools are actually pretty nice; I would say that is the main reason why somebody should use it instead of Eclipse. Also, SVN support is built in, which is nice.

Also, NetBeans uses a lot of system resources, so make sure you have a good machine if you don't want to stare at an hourglass half the time.
