Can get to the grub command. Is there a command to remove delete. .wipe clean?

Can get to the grub command. Is there a command to remove delete. .wipe clean?

I downloaded ubuntu onto aspire one..ubuntu will not load..windows will not load. I have no idea if windows is still here. I cannot find the command for directory...am at page with grub....is there a command for formatting, removing? Help...please..I need my notebook workable...
