  • it sounds like you are using trying to use either apt synaptic or dpkg though you dont say

    if on the command line type sudo COMANND then hit enter (replace COMMAND with the desired command e.g. apt) it will ask for your password and then
    if entered correctly will allow you to do the task as root

    if this dosent help then make sure that any programs like apt dpkg synaptic software center etc arent running and if it persists try

    sudo touch /var/lib/dpkg/lock to create the file
    or sudo rm /var/lib/dpkg/lock to remove the file

    if all else fails try googeling it or asking or your distros forums

    ps it helps if you tell us what you did to get the message
    you may get flamed otherwise
