  • Does the DVD or USB boot on another machine?

    It is common among newbies to just copy the ISO onto a disk or stick. This does not work. You need to "Burn" the ISO. That is a special operation which creates a Linux bootable disk.

  • Assuming that you have changed the boot priority in the BIOS, then you need to check that the DVD/ USB containing your Linux distribution is bootable. Either check it out on another computer or use the BIOS to disable all the boot devices except the linux media. If it boots then you know the media is bootable. Then make the linux media the first boot followed by the disc drive. Don't forget to change back once you've installed the Linux OS.
