adduser is a perl script.
If you r using ubuntu then you can get it from live CD itself. Just boot the CD and copy it to your partition.

Or you can also use useradd command (its not a script) to add users to the system.

The simplest method would be to reinstall the package called shadow using your installation disk or the included package management tools.
