Answer to the question

I can only answer from a Ubuntu/Debian perspective.

If you created a user using the GUI application, you can setup the user to be an administrator, open advanced options and select the extra privileges you what the user to have.

You can also create a file in the "/etc/sudoers.d" directory with the name of the user and add this line to the file

<name of user> ALL=(ALL:ALL) ALL

Save the file and to do anything on the system that would usually require admin privileges requires only the "sudo" command.
