If you have to use Expression Web then you would need to use somthing like WINE (http://wiki.winehq.org/) or make a virtual machine just for windows applications that you still need to use. I use Virtualbox for a Windows 7 VM and it works well on my machine. With a dual core like you have, if the VM and or WINE does not work, you may look into a dual boot option, but I personally resist dual boot.
There is also an option to look for alternatives maybe do a search for "Linux Alternative to Microsoft Expression Web".

You are not just asking how to install "third party" software, you are asking how to install Microsoft Expression Web, a Windows program on Linux.
SOME Windows programs will run on Linux BUT NOT ALL.
I do not know of any way to run this program on Linux. Look at Linux alternatives - like BlueGriffon.
