How do I install third party software from disk using ubuntu 14.04 operating system?

I'm trying to load Windows Expression Web onto my inspiron 6000 laptop with ubuntu 14.04

If you have to use Expression Web then you would need to use somthing like WINE (http://wiki.winehq.org/) or make a virtual machine just for windows applications that you still need to use. I use Virtualbox for a Windows 7 VM and it works well on my machine. With a dual core like you have, if the VM and or WINE does not work, you may look into a dual boot option, but I personally resist dual boot.
There is also an option to look for alternatives maybe do a search for "Linux Alternative to Microsoft Expression Web".

You are not just asking how to install "third party" software, you are asking...

You are not just asking how to install "third party" software, you are asking how to install Microsoft Expression Web, a Windows program on Linux.

SOME Windows programs will run on Linux BUT NOT ALL.

I do not know of any way to run this program on Linux. Look at Linux alternatives - like BlueGriffon.
