From what I have learned by reading PinguyOS, it is a Linux distribution based on Ubuntu, which is in fact a very user-friendly Linux system, designed to be an easy-to-use Linux system for people coming straight from Windows and want a system that just works out of the box. It has some interesting apps installed that I would like to play with myself.

It says it is a Linux distribution that is easy to use. That "ease of use" is up to the user. As arochester just mentioned, give it a try. Normally, anything based on Ubuntu is good for new users to Linux.
