Why does Submit Story page have "body" field?

I am confused about the submit story page (url below). If it is not for original content, why is there a body field? Also, are the author fields supposed to be who submitted the story or who wrote the story? http://www.linux.com/index.php?module=articles&type=admin&func=new&ptid=14 Thanks!

A fair number of our submissions are press releases, which we may run full-length in our NewsVac section if they're relevant.
