GoingEasy9 has pointed out the tip of the iceberg. A static IP is just the FIRST requirement of sering up an email sever. The prime requirement is a commercial account with your ISP. Without that, the ISP will block all ttrffic on port 25. And even if you use another port for SMTP, port 25 is still necessary for handling email on your server.
Believe me. I've spent untold hours trying to get around this problem only to come to the conclusion that it can';t be done. BTW, there are much simpler tools than dovecot to set up an email server if you have port 25 access.

Setting up a mail server is not as easy as just installing the apps that are needed to run it. Each app must be configured appropriately for your situation. We cannot assume the setup that you are using, if you are getting errors on a particular step we need to know more specific information and also what those errors are. SquirrelMail has an Administrators guide that can help you with your setup, the link to their homepage is here:
http://squirrelmail.org/documentation/
The wiki is not kept up to date, but may contain pointers on how to handle problem situations.
