What Is Linux? Is Linux an OS or just a kernel?

I'm writing a paper about Linux and I'm confused because somewhere it says Linux is OS, and somewhere it says Linux is just a kernel. so WHAT IS LINUX?!?!?

Linux is generally used to refer to the entire OS.

Strictly speaking Linux is NOT the complete OS, but only the kernel. The rest of the OS (called user-land) is mostly GNU-based. The correct naming of the OS is thus GNU/Linux.

There is actually widespread controversy about that. Linux is an OS which is named after the kernel it uses. This is not/the/best/way to name an operating system. So, many people say that "Linux is just a kernel" and the OS should by called "GNU+Linux," since many other components of Linux were initially part of an operating system called "GNU+Hurd."
