Most distributions do not immediately offer all updates just because they are available upstream. When it comes to kernels, very often features from new versions are backported to older kernel versions so a release doesn't have to keep jumping to new major/minor versions of the kernel. It does not mean you are missing security updates or all features, important things are in those backports.
