Locale environment passing in ssh sessions

OpenSSH is a FREE implementation of the SSH protocol.
As of version 3.9 OpenSSH is able to pass environment variables.
Note that environment passing is supported only in SSH protocol version 2.

Unfortunately login shells startup scripts break this functionality.
We should modify them to allow locale environment to be passed at all."
